Sort-of working as of 6. Comment by Sleepless This quest has been bugged for years, literally. This time nothing I did would get it to work. I destroyed the reins at one point, and now no matter how many times I abandon the quest, leave the zone, log out, reload UI, etc.
I even tried just abandoning the quest and heading on to the camp the kodo would have taken me to. No quest-giving NPCs there. Not going to bother to wait for GM help since it says that could take 24 hours. I'm off to find an equivalent questing area in the Eastern Kingdoms.
